Why can't there be a LOTR/Hobbit game like Skyrim?

Have been hoping for a game like that since before Skyrim came out actually. It would be an amazing game. Just imagine being able to walk to Mordor by yourself! Someone call Ubisoft or Bethesda (IMO the best video game makers in the buisness) and pitch it to them!
