What was the bald guy in the motor home all about?

I'm not sure about this guy. Was he a game player who bailed after a few challenges and decided to dig into things deeper? How did he track and get all the pictures from what looked liked 100+ years ago? The timeline on the motor home wall shows the game being played every 5 yrs and the suddendly went to every 2yrs in 2006. Was that every explained? Did I miss a few things?
