Who is Victor Tellegio based off of?

First off, let me say how amazing it is to see Robert De Niro back in all of his mafia glory. He hasn't been this menacing in years.

And secondly, who is Victor Tellegio based off of

Bale's narration identifies him as Meyet Lansky's right hand man, but I am unfamiliar with who actually held that title. At first I thought it might be Charlie Luciano or Bugsy Siegel, but Tellegio had nothing of those men in him.

Anybody know?
