He is wearing what is known as a Baja hoodie, sometimes called a "drug rug" for its connection with the surfer/hippie/drug scene. It is called a Baha hoodie because many Californian surfers used to buy them as beach wear on their surfing trips to Baja California (in Mexico). You can find them at many different online outlets.
