One convenient plot element... *SPOILERS*

I like the movie over all. However there was one convenient plot element that stood out to me.

*SPOILERS BELOW*

Why did the colony pick the two stupidest people to test weapons? They didn't report Koba showing up at the fort even though they knew the apes can reason and plan. I mean, after the events of the film opening the apes showed up in formation. To give an ultimatum! Did the colony choose the two people with zero reasoning abilities? "Yeah, the ape just conveniently got lost after a show of force at a place we stash the only means to defend against them. Let's get drunk!"

So even if those two are total *bleep* ups (clearly the best candidate to test deadly weapons), why is the entire fort made of morons? Shouldn't the fort have been on alert after Koba shot the two guys? Isn't the point of going to the weapon stash because they're ON ALERT from a serious threat? So serious they need to stock up on weapons? NOBODY working there care to check on the guys who are ensuring that the stock remains in working order?

Oh well I guess the colony did send out the dumbest of the dumb to (in)secure their guns. Hell, the guy driving the APC decided "let's drive our tank into melee range where we lose all advantage".

Yes, I always get bored and get drunk when an army of super intelligent apes threaten all out war with the last of humanity.

And as the person in charge of the colony's security, I always allow the dumbest and least competent to man the weapons cache. Furthermore I always let them get drunk on the job shooting guns for fun.

Not like talking apes with cavalry are worrying or anything.

Like I said, it's a plot convenience. It's like the villain's overly complicated trap for the hero or the "clearly you are trapped so I will now gloat with my back turned" speech.

They weren't testing weapons. They were bored, drunk and having some fun with "target practice" (i.e. shooting up an old car because they were bored and drunk).
